Davyd Arakhamiia, a prime advisor to Ukrainian chief Volodymyr Zelenskyy and the chief of the Servant of the People faction, mentioned the Russian delegation on the 2022 negotiations in Istanbul had promised Kyiv peace in return for neutrality.
